It was already in 13.1.0 but I paid more attention to it after the recent upgrade to 13.1.1. Even when the display is set to turn off after a a given time (in settings), the display did not turn off (on battery or on charger). Deactivating the automatic screen brightness solves the issue. No big deal, just sharing my observation.
