I think there is some form of autobrightness built in that isn't in the settings, screen seems to fluctuate depending on the environment despite autobright being off.
EDIT: Resolved with several consecutive reboots, idk what that was about

in settings->display->display customizations, there are a few options such as content color and display color which have a similar effect. you can disable them
